The Leadership Our County Needs

Francis grew up learning the skills he needed to lead. As an Eagle Scout Francis began learning leadership skills at an early age. These skills served well throughout his career where he managed 10’s of millions of dollars in business successfully by seeking out new efficient ways of doing business and implementing technology. As your next Tulsa County Treasurer, Francis will utilize those same skills that brought him success in the past to make the Treasurer office more transparent and accessible to the people of Tulsa County.

Role of the Treasurer

The County Treasurer receives, deposits and maintains records for all county monies; redeems county warrants; apportions taxes to various accounts and to local public entities such as schools and cities; keeps records of all payments and expenditures made by the county; and presents county records and financial statements to the State Auditor and Inspector for audit.

The County Treasurer also receives the annual tax roll and tax roll warrant, prepares the ad valorem tax statements, and mails the statements to the property owners. The County Treasurer collects all county ad valorem taxes, issues delinquent personal and real property tax notices, and initiates and supervises tax sales on real property for nonpayment of taxes.

About Francis Hart

Francis was born at the Pink Palace or as we all know it, Saint Francis hospital right here in Tulsa. As a young man he played baseball and was a Boy Scout. Activities which laid the foundation for his future in leadership and working with a team towards a common goal. As a Scout, Francis achieved the rank of Eagle. While in college he was a Founding Father of the Delta Chi Colony where he worked with other young men to rebuild a chapter at Oklahoma State University. He graduated from OSU with two Bachelors of Science Degrees, one in Management and the other in Marketing. Francis did all of this while working up to 3 jobs at times in order to pay his bills while attending college.

In his professional career Francis started out at the bottom and quickly worked his way into management. His success was derived from his ability to learn, adapt and lead. Francis never settles for “this is the way we have always done it”, he looks for opportunities to improve processes and increase efficiency where ever they may be. Throughout his career technology has exponentially improved to provide new more efficient ways of doing business. In his constant learning Francis has kept himself apprised of new technology and how it can improve business endeavors while being mindful of the security implications of the solutions. Leading organizations through the adoption of new technology he has worked to make his teams to be more efficient. Through his ability to adapt and lead while learning, Francis has successfully managed 10’s of millions of dollars in business.

Tulsa County for far too long has been operating “the way we always have” instead of finding new ways to operate more efficiently and transparently. The date of the 2021 primary is February 9th. You request for an absentee ballot must be received 7 days before Election Day and can be turned in by 7pm on election day. You can request an absentee ballot online here: OK Voter Portal
